Get CCF 1.3.0 to be able to synchronize CollabNet artifacts with Quality Center requirements, and to benefit from a bunch of enhancements and defect fixes.
When you upgrade to CCF 1.3.0, you need to replace all libraries in the existing lib\ and lib\extlib directories with the new versions and additional libraries in CCF 1.3. See these

Note: It is recommended that you also upgrade your CCF GUI to version 1.3.x, especially if you'll be synchronizing planning folders in CollabNet TeamForge 5.3 or higher with Quality Center requirements.
